You can accomplish this with most any graphics editor program and you will need no other tools;  but you will need a seamless tiled graphic before you begin.

Step 1
check the dimensions of your seamless tile and open a new graphic that size.  Background can be transparent or white - I prefer transparent. 
 
 

Step 2
Working with the new graphic, add a layer, accepting defaults.
 
 

Step 3
Change new image to greyscale.




Step 4
Flood fill with white.

Step 5
Add noise.
 
 

Step 6
Match settings of 50% noise and random.
 
 

Step 7
Add 'motion blur'.
 
 

Step 8
Match settings;   angle 90,  pixels 30.
 
 

Step 9
Sharpen
 
 

Step 10
Repeat Steps 4, 5, 6, 7 and then change angle to 180.
 
 

Step 11
Sharpen then use the Layers Tool to decrease opacity of layers 2 & 3 to 50%.
 


Step 12
Increase colors to 16 Million Colors.  (At this point, if you have PSP6, you can use Layers/Merge/Merge all to flatten the tile, save it as 'linen.bmp' to Paint Shop Pro 6/textures and use the texture function to texturize your seamless tile).  If you don't have PSP6, continue.
 


Step 13
Make Layer 1 the active layer.
 


Step 14
Select your seamless tile and copy it.
 


Step 15
Make the linen tile active by clicking on it.
 


Step 16
Layer 1 should still be active;  'Select all' to define the target area.
 


Step 17
Paste the seamless tile (which should still copied to the clipboard) 'Into selection'.
 


Step 18
Merge all layers (flatten).
 


Step 19
Sharpen merged tile.
 


Step 20
Save your new image in 'jpg' format.
 
 

You are finished and your tile should resemble the texture of the tile above and the background and you can use it to tile larger graphics by setting flood fill to pattern and selecting the tile as the pattern.
