This tutorial was written using Paint Shop Pro 7
Open a new image 200 x 200 on a transparent background
grab your paintbrush with these settings

Start with one head
head outline color #9F8269
muzzle outline color
#D0C2B6
lips #A86758
eye and nose black

When you are finished, go to "layers" "duplicate" and then "image" "mirror" and move the copied head over like you see below

"Layers" "Merge" "Merge Visible"
Make a bow on her head, you will have to erase some of the top part of her head for this, between the black lines shown in the screenshot below.... I used #B7A4C4 for the bow

and the same color for the dress, light grey for the little bow
and her hand and legs


And over to the boy, make his hand and shirt, I used light grey for his shirt

And his pants, I used #626B81

and then his feet

Ok now you need to fill all the inside areas with a lighter color, here are the colors I used
Bear = #D0C2B6
Muzzle = #EDE7E1
Girls dress and bow on her
head = #E1D9E7
Bow on the girls dress and boys shirt = white
Boys pants =
#B0B7C8

Select inside the girls head and use a cutout with these
settings
Vertical = 0
Horizontal = 0
Opacity = 100
Blur =
9
Shadow Color = Same as outline
Fill interior with color (checked) = same
as fill color
Do not deselect, add a new raster layer and use the paintbrush, brush size = 10, and #D36E5D to make a cheek

while still selected use a gaussian blur of 4 and then deselect. I turned the opacity of this layer down to 75.
repeat these same steps on the boys head, using the same cutout, and adding a new layer to make the cheek the same way.
Add a new raster layer and change your color to white, use the paintbrush size = 2 and make two small highlights on the cheeks

Give this layer a gaussian blur of 1.50
Now you can merge these layers if you wish

select the girls ear and use the same cutout, changing the blur to 6
select the boys ear and use the same cutout
select the girls hand and use the same cutout
select the boys hand and use the same cutout
select the girl front leg and use the same cutout changing the blur to 8
select the girls back leg and use the same cutout changing the blur to 6
select the boys front leg and use the same cutout
select the boys back leg and use the same cutout

select the girls dress and use a cutout with a blur of 6, make sure you change the shadow and fill interior with color to match the dress too.
do not deselect and add a new layer, use the paintbrush size = 1 and the same color as the outline to add some fold lines on this new layer

while still selected give this a gaussian blur of 2, deselect
you can merge these layers if you want

select the girls sleeve and use the same cutout, blur = 6
select the bow on her head and use the same cutout, blur = 4
select the bow on her dress and use a cutout with a blur of 3, changing your fill and shadow colors to match

select the boys shirt and use a cutout blur = 8
select the boys sleeve and use the same cutout
select the back part of the boys pants and use a cutout, blur = 5, changing the shadow and fill colors to match

select the front of his pants and use the same cutout

select the cuffs, one at a time, and use the same cutout

select the pocket and use a cutout changing the blur to 8
here's what you should have

I added some little details to her dress and bow using #EDE7F1

and also for the boy, using white on the shirt and #BCC1CE on his pants

and your finished :o)
